We have Free Will!
Free will is ALWAYS in Vaikuntha and Goloka Vrindavan where karma does not exist. In fact, free will only exists in it's full potential in the Spiritual world.
Krishna does not force us to love or serve Him and deny us our own unique individual offerings and contributions.
Free will is part of the makeup of all individual jiva souls
Srila Prabhupada - "Real love or service, is reciprocal, voluntary, experiencing a good exchange of feelings, then there is love. And NEVER by force. Krishna does not want a lover who is forced to obey, serve and love Him at the point of a gun, no, that is NOT love''. (July 8, 1976 in Washington, D.C.)
The fact is, we never lose our individuality, sense of self or free will, especially in Vaikuntha and Goloka Vrindavan. Free will allows us express our independent individual service to please Krishna in our own unique way, or even reject Him if we choose.
The free will to chose to live separately from Krishna has nothing to do with maya or the material energy because Maya does not exist in Vaikuntha.
Without free will in Goloka Vrindavan or Vaikuntha, there can be no question of love, one is simple a mindless drone without any sense of self or individual expressions and abilities that make each jiva soul a unique individual personality different from all others.
Fortunately, the Spiritual world is not impersonal where one's free will and individuality are denied.
Vipina Purandara - “So why doesn’t Krishna protect us from the desire to enjoy separately from Him?
Srila Prabhupada - “He’s protecting. He says, “You rascal, don’t desire. Surrender unto Me.” But you are rascal; you do not do this”.
Vipina Purandara - “Why doesn’t He save me from thinking like that? ”
Srila Prabhupada - “That means you lose your independence. That is force, in Bengali it is said, ‘If you catch one girl or boy, ‘You love me, you love me, you love me.’ ” Is it love? “You love me, otherwise I will kill you!’ Is that love? So Krishna does not want to become a lover like that, on the point of revolver. ‘You love me, otherwise I shall kill you!’ That is not love; that is threatening. Love is reciprocal, voluntary, good exchange of feeling. Then there is love. Not by force; that is rape. Why one is called lover, another is called rape?” (July 8, 1976 in Washington, D.C.)
Guru-kripa – “How is it that one can become envious of Krishna, why does Krishna allow us to enter the material world?”
Srila Prabhupada – “You have got little independence, you can violate. Because you are part and parcel of God, God has got full independence, but you have got little independence, proportionately, because you are part and parcel, if he likes, he can return. That independence has to be accepted, little independence. We can misuse that. Krishna-bahirmukha haïä bhoga väïchä kare. That misuse is the cause of our falldown”. (Conversation, Mayapur, February 19, 1976)
In the ''spiritual world'' there is no karma however, there is ALWAYS free will.
Free will technically exists fully ONLY in the Spiritual World.
This is because once the jiva enters the material world, immediately they are under the law of Karma (reactions to our own pious (good) and impious (bad) choices)
And furthermore, what little choices the embodied jiva has in the material universes are limited to the material bodily vessel the jiva is in.
There are 8,400,000 species of life (bodily forms) in the material universe. For Spiritual life the human form is the most important because only in the human body can one inquire about the purpose of existence.
Also in the material bodily vessel, the jiva is responsible for their actions and therefore karma is ONLY created in the human bodily form.
In the lower species, the living entity or jiva acts according to instinct and do not create karma, the jiva only burns it off.
Karma is not created in the higher heavenly planets either, or the lower hellish planets, the jiva is in material heaven or hell experiencing the pious or impious reactions to what they have done while in a human bodily form while on the Earth globe or Bhuloka (Earth world) in middle planetary system
Only in Bhuloka in the middle planetary system, on the Earth globe, is karma created, but ONLY in the human body.
Karma is only created in the "human form" where there is a very, very small presence of free will or the ability to chose what is right and what is wrong.
But even that so called free will is not really free will as past good or bad karma "forces" one to act one way or another.
